The 5th Meeting of the Regional Steering Committee for the ATSEA-2 project, held on 21 and 22 November 2023, in Jakarta, Indonesia, facilitated by the Ministry of Marine Affairs and Fisheries. The meeting saw participation from Australia, Indonesia, Papua New Guinea, Timor-Leste, UNDP, and PEMSEA. It focused on the project’s progress, including the extension proposal, the operationalisation of the Regional Governance Mechanism (RGM), and updates on the Strategic Action Program (SAP). Discussions also covered the upcoming ATSEA-3 project, Ministerial Forum preparations, and strategic financial planning for sustaining marine and coastal management in the Arafura and Timor Seas region.

The development of a Theory of Change (ToC) for the ATSEA Program is in line with the feedback and recommendations received from Australia and the direction provided at the 2nd RSC Meeting in 2020. The resultant ToC is intended to provide a better understanding of the causal links between different elements of the project and of the regional SAP, thereby guiding the development of the existing ATS SAP Monitoring System in 2022 towards a simpler, more focused SMART monitoring system.

The report summarises the 4th ICMMBT International Conference held in Bali from September 12-13, 2023, with over 200 participants from 15 countries. Organised by the ATSEA-2 Project, it featured a Plenary Session showcasing ATSEA-2’s initiatives in science-policy links for biodiversity and governance support, along with various parallel sessions and workshops covering marine pollution, community empowerment, MPA management, turtle conservation, and more. The event comprised 17 parallel sessions, 6 Keynote presentations, and 1 Plenary Session, with over 150 paper presentations sharing insights on integrated coastal management and marine biotechnology. A field visit to the Turtle Conservation and Education Center on September 14 provided participants with insights into sea turtle conservation challenges and solutions.
This Atlas contains information pertaining to the Arafura and Timor Seas (ATS) region with regards to physical setting, oceanography, climate, coastal ecosystems, marine resources, marine species and coastal ocean utilisation within this region. It aims to provide a detailed and updated description of the ATS, presented in a way that’s accessible and can be easily understood by ATS stakeholders and general readers alike.
This Transboundary Diagnostic Analysis (TDA) has been prepared under the auspices of ATSEA-2, in order to review the status and trends of important coastal and marine resources, identify priority transboundary environmental issues in the ATS region, and understand the key drivers and impacts of these issues, in order to support the formulation of strategies that can best address them. This revised TDA builds on the initial TDA developed for the ATS region in 2011, under the first ATSEA project. It also draws on a series of recent thematic technical assessments undertaken by the ATSEA-2 program between 2019-2022
The 2023 Intersessional Meeting of the ATSEA-2 Regional Steering Committee focused on reviewing and endorsing the project extension, including revised work plans and budgets. It aimed to finalise the Regional Governance Mechanism model for the Arafura and Timor Seas, providing guidance on the Investment and Financing Strategy and Plan. The meeting also discussed the progress in updating the Strategic Action Program and sought updates on the Regional EAFM Plan for Red Snapper. Participants included representatives from Australia, Indonesia, Papua New Guinea, Timor-Leste, UNDP, and PEMSEA, highlighting a collaborative effort towards sustainable marine and coastal management in the region.
