Strategic Action Programme 2024–2033 

ABOUT THE PROGRAMME

The SAP 2024–2033 is a shared roadmap for regional marine governance. It responds to the findings of the 2023 Transboundary Diagnostic Analysis and outlines priorities for the next ten years.

Our Mission

To foster social, ecological, and economic progress through a blue economy–oriented regional partnership in the Arafura and Timor Seas region.

The SAP has four main objectives:

Component 1.

Reducing marine plastic pollution, including abandoned lost and discarded fishing gear (ALDFG). The SAP aims to:

  • Develop a regional action plan to coordinate country-level efforts
  • Prevent 1,000–5,000 tonnes of plastic waste in marine and coastal environments through new on-ground pilot measures
  • Recover and recycle at least 1,000 metric tonnes of ALDFG through community-led initiatives
  • Achieve a 10 percent reduction in ALDFG observed during routine marine monitoring

Component 2.

Preventing and responding to oil spills. Priority actions include:

  • Strengthen regional coordination for oil spill prevention and response
  • Build regional and national capacity to respond effectively to oil spills
  • Reduce the incidence and impact of oil spills through coordinated action and shared resources

Component 3.

Reducing incidence of transboundary IUU fishing. The focus is to:

  • Establish regional agreements and incentives to improve management of small-scale fisheries
  • Reduce illegal fishing by 25–50 percent at three priority hotspot sites
  • Improve livelihoods for at least 5,000 fishers through better management and alternative income options

Component 4.

Increasing resilience of regional populations of endangered species and critical habitats. The SAP commits to:

  • Implement area-based conservation and management strategies across priority habitats
  • Strengthen the use of Traditional Ecological
  • Knowledge in managing migratory and regionally threatened species
  • Enhance regional monitoring capacity to track species populations and habitat conditions
  • Maintain or improve long-term trends in sea turtle nesting and population counts at selected sites

Crosscutting themes include climate change adaptation and gender equality. The SAP supports national blue economy policies while aligning with global frameworks like the SDGs, UNFCCC, and the Kunming-Montreal Global Biodiversity Framework.
