The Arafura and Timor Seas (ATS) region faces environmental pressures that no single country can address alone. ATSEA focuses on five shared priorities that support sustainable development, regional coordination, and better outcomes for ecosystems and communities.

Transboundary IUU Fishing

Improving Governance of Coastal Fisheries Across Borders

Why this matters

In border areas, some small operators such as single boats or individual fishers may engage in IUU activity due to unclear rules, traditional practices, or limited access to information. This initiative focuses on those small-scale transboundary cases and complements the efforts of RPOA IUU to improve compliance while supporting small-scale fishers.

What we are doing together

ATSEA is working to reduce transboundary IUU fishing through:

  • Regional assessment of small-scale IUU fishing hotspots
  • Development of 3 management agreements for small-scale transboundary fishing
  • Reduction of illegal fishing by 25–50% at three high-priority sites
  • Support for at least 5,000 fishers through improved management and alternative income options
Why this matters to your work

This initiative helps fisheries managers design locally appropriate regulations and enforcement strategies. You may be working to regulate small-scale fisheries or align your policies with neighbouring countries. We offer joint planning tools, IUU fishing-related assessments, and shared learning across borders that can make your efforts more effective.
